inserting photo onto template

i have a cd template that im using to make a cd cover design for a friend

i have tried to bring a photo onto the template, when i go to resize the photo

the whole thing resizes even the template how do i do this

I would make sure the template and photo are on different layers, then CTRL + T on the photo layer to re-size it without affecting the template layer
