Is it called airbrushing?

Hello all,

I am new to these parts of town. Thanks for letting me register and post questions here.

I have been using Photoshop for sometime now to create images however, I am new to the whole realm of retouching pictures.

I would like to learn how to airbrush digital photos, if thats what it's called. I was hoping someone could point me in the right direction such as a tutorial on how to do this (see picture).

yep. this can be accomplished many ways, i like to blur it personally, along with other techniques. but its a neat effect :D
