design help needed - willing to pay!

newbie to site and ps - i have a jpg that has an effect on it created with ps8 cs i wnat to arrange with somebody to design this effect in ps for me (so i can edit it and add my own graphics - so a little tuition will also be required) and i will pay them for the work, who do i need to speak to and where do i contact them??

well, to start i'd say post a link to the image so we can see how hard it would be to recreate, then see who volunteers from there.
