Does anyone know how to do this kind of effect ?

That, to me, really looks like brushing .... you can get a similar effect however by

setting down your hard lines in the color(s) you want and then making a copy of the layer
blur the heck out of the lower layer then make a selection of "inside" the hard llines invert the selection and hit delete.

Now thats a hard fast way of getting the framework but you can tinker with copying layers and applying "screen" to them for the dramatic highlights

looks like the made something on a white background then inverted the image.
