Help Plz. Digital to Cartoon

I found this really cool picture of Jayz, but Does anyone out there know how to do this to a Personal Picture. I would love to make a picture of myself like this.

There are probably many ways. My suggestions would be to either make it using vectors in image ready or paint it in PS. The vectors would probably be easier.
