http://www.12h26.com/ - check out this site - I love it. I have two questions regarding it - how was the background done? How is the red text highlight done?

Well the background is just blending images in to one image and putting a red layer on it.
The highlighted text, you just type your text copy paste the text on to another layer that you put undeneath the layer with the text then go to filters and put gaussian blur on the text that that you have underneath.

and set it to overlay ;)
