How to cut out parts of an image?

Hi there. I'm new so I want to ask - how can I cut out just a single part of a whole image and not the entire image itself? For example, I have a picture of a girl and the only thing I want to use from the entire picture is her lips. How can I cut those out?
If you know some, redirect me to tutorials and if you accept the challenge of explaining the whole stuff to me, keep in mind that I'm a newbie and I need THOROUGH explanation ( I'm blonde :D).

Just some advice, the "blonde" stereotype doesn't go too well on this forum.
To do this, you'll probably want to use the pen tool. There are thousands of tutorials on it--just search in google.

It would have been easier to just point me to one of those "thousands" tutorials on google, rather than give me that photoshop siege stuff...Nevermind. If you think I didn't search google, suit urself.

Now you act like you don't care if you get help? So what do you want? This? It just so happens that is the first tutorial listed on google, and an excellent one too.

No, I don't want ro remove the background, i want just to cut out the lips of a face.
P.S. I meant photoshop sage stuff - damn English.

Treat the lips like the foreground and the face and everything else like the background. That is, like I mentioned, a pen tool tutorial, but it also doubles as a masking tutorial too. So use what you have there and work out the problem...sometimes there isn't that 'just-right' tutorial for you. Learn from tutorials and apply them to your work.

Thanx, I'll have in mind what you said. The good thing is that I found a lips picture that is just perfect for the tutorial you posted here.
