webpage design [ help request ]

i designed this bought template to further enhance its look for a project i am currently doin on.. i need some guidance tips for making it a webpage.

That would be the design i am workin on.. the problem is that i have the header section, the sub category section, the main page(the big gray portion on the right side), the blogspot section and the bottom banner section each independly has to open as frames.. i was planing to use dreamweaver to make the frames of course..
the next picture is the slices i made..

slices 11, 13 and 18 marked by black dots clearly indicates i want those for informational active areas.. what i am not certain is if those dot marked areas should be cleared off and used by the html code < body bgcolor ="xxxx"> because i worry those grey portion would take off unecessary bandwidth while opening them or should i just leave them and just use dreamweaver to put in the content above it ? i have optimized the whole thing for webpage and it shows now 49.23K (18 secs at 28.8kps) from the original 2.54m.. i know this is a lot of improvement but likewise i want some opnions and tips for guidance.. i am like stuck right now as what to do next... a quick response would be greatly appreciated...

What you're assuming is correct. Make those gray areas non-image slices and use html to color them gray and fill in your text.

tks.. now i gotta find a way to make frames for the page... usually frames are to be made before designing the page like what i was taught before... might be a bit of challenge here sorting out into frames but i will try.. tks anyways..
