I found this picture and I was wondering how I could make an effect like this?

black background, white airbrush dot. Filter>blur>radial blur>zoom. then make another layer of blue over it and set the mode to color dodge.

That works except I don't get the jagged edges. How can I do that on a circle?

wow...someone who actually wants the jagged lines...

Take out your circular marquee tool and uncheck the "Anti-aliased" box. then place and fill your circle.
