They were most likely hand drawn by a skilled artist, either with a wacom tablet directly onto the computer or scanned in. There are plenty of artistic filters in Photoshop you can play around with to get a similar (but not-quite) effect. Filters > Artistic > whatever filter you want Try those out and see how you like it, don't forget to adjust the sliders to customize the filter. |

I know the first link is made by an computer without drawing. He have used som pictures and make some effect. But i think your right with the second link.
