making layers

well i just need some help on putting 2 layers together. example-
i had a building that had wires in the way and i made a layer and worked on it to the point where im happy and now i need two put the edited layer over the unedited layer and make it look like perfection. lol well any ways any help is help needed.

Click on the layer on top. Press ctrl+e to merge the layer down and combine them. Hope that is what you wanted...
