Alright, well it is possible to but a border before you start the image or after it is done but I like doing mine once the image is completed (this process can be done at any time of the image process so dont worry)

First sure that the primary colour you have selected is not the same as the background. so if the background is white in your image than dont have the primary colour selected as white.

Then when you have chosen the colour that you want your border to be select all (i'm assuming you want the border around the whole image)

Then go Edit>>Stroke>>Click Ok (you must set up your setting in the stroke menu though to what you want. ie. border width, colour, location, blending, etc. Though when you should change the location to inside when you do the border around the whole image because you have selected the very edge of it and if you were to select outside it would not show up on the image because there is no outside.

If you didn't understand any of this just let me know and i'll explain what you dont understand in greater detail (though i think i've done it as best as possible)

I'm not sure what you mean... Are you asking how you make the type of box and then how to fill it with the colour?? or are you asking how they took a photograph and broke it down into a few colours and spliced them into 12 main squares???

Thats done with some kind of vector software probably Adobe illustrator - just tracing over the bitmap with the pen tool.

You can also do it now in PS 6. Try using different "shape layers"
