Tape effect?

Does anyone know how to make tape? Like if you would tape a picture?

White rectangle, make jagges edges like it does when you take a piece off. Turn the opacity down on it. Blur some white highlites over top for that "pressed" effect. Give it some subtle shadows.

Play around. Things happen.
