I would like to know the technique to these types of pictures and how to make them.

Nah......not vector graphics.

Look at the top of this page for the search button.

Do a search for "crystal"

Follow to a tuitorial, but instead of using the same color and shape, use different colors and shapes.

Just play with it a lot. It's not an easy effect to acheive, and will require some tweaking.
