text around a path?

i am on ps 7.0. is it even possible with text on a path? like.. a round thingy.. ?

No, you have to use Illustrator, Freehand, or Corel Draw for that. There are also two different filters that allow you to do text on a path in PS, though I can never remember what they are. Search for text on a path here in the forum, and you will find them.
