How was this effect done?

I need to know how the top image effect at www.anime-xero.com was done?

You need to play around with blending modes of the layers a lot. That's pretty much all I can really tell you. Just take the image of the anime, then render clouds over top of it, then motion blur it, then reduce opacity, then play with blending modes. that's the very basics. Blurs, and blending modes.
