Thats just some photoshop masking, free transforming, curve adjustment, hue/saturation adjustment, levels adjustment, the liquify filter, and perhaps some drawn details like the dog's eyes.

Phil's an AMAZING artist, and don't be surprised if you're unable to get similar effects just flogging about with Photoshop's tools. He probably also did a bunch of fine manual retouching work as well.
