Is this the way it always is?? Is there a way to stop this.

yeah, the background layer is always locked, just double click on it, and then you can name it, Though if anyone knows if their is a permanant option to disable this please let us know..

the background layer isn't locked if you create a new image with a transparent background, it just starts a layer 1.
