yes, personally i think u should go with a white to offset the blue, but its your choice(background)

doesnt look bad, maybe a graphic nav, or just flash rollovers, when they're just blue it makes the site look like its done from default link settings (links blue & underlined as always)

The navigation bar text shouldn't be right next to the border you should offset it by 5 pixels for the headers and 10 for the actual links. The same for the content area. Thats all...
