I say:
1. not enough contrast on all the text - lighten the bkg
2. increase the spacing in the tables so that the text isnt riding on the borders
3. take out the "navigation,content,navigation" bars - theyre entirely irrevelant
4. The blue header imae is nice, but some random images up there would add tons more intrest
5. the services section is not clear - are these hourly rates?

But overall, I think you know exactly what you want and are on the right track!

colours are nice, but your tupe needs padding, you can do that using css, also the header image is too bright maybe tone it down a little?

looks like its not aligning right or some pieces are missing...imo there is too much blue, just too much for my liking...it seems like everything is too close together... all you need is to develop your idea some more...
