First of all, change that title. Using all-caps is just obnoxious, and "FAST UNLIMITED BANDWIDTH DELICATED [sic] SERVER" is what should go in your meta keywords, not the title of your page. Make it "diskhub" or something.

The design isn't bad ... make those two input buttons the same size, please. And change the "browse for your file..." text to "upload your file". I will be browsing for it, but thats assumed. Make your name consistent - either "diskhub" or "disk hub", not both. The brown and white and orange on the bottom of the site for the google ads works well, but don't go and make your logo and logotype green. The orange color would work just fine there.

Please do not pop up windows so I can view the TOS. Open it in the same one. Just because I click a link, it doesn't mean that I want to be bombarded with another window. Thats what porn sites are for. Why do you put the link to my file in an input field? I'm just curious. Overall, spacing could be better on all pages, especially the "upload successful" one. Design-wise again, you could to some styling of form elements to make things look nicer.

I won't even touch the code, because its horrible. You're telling the browser that you're using HTML 4.01 Frameset, but it doesn't validate as that (http://validator.w3.org/check?uri=http%3A%2F%2Fwww.diskhub.com). How come? Your description consists of keywords (thats what meta keywords are for), and that center element makes me sick.
