i wouldnt say you have to start all over. the navigation is pretty big compared to the whole site. The size of the news section seems pretty small. and there is a lot of empty space. especially with the whole right side being white. i think the header banner is good just need to rethink where and how big the different sections should be, and maybe try to take up some of the empty space.

all I see is a blank image.

i don't like the color schema and well just i don't like the layout. soz

Don't save your text as a Jpeg. It looks really blurry and bad. Save as GIF instead.

I would also try to use a more interesting font than Impact or whatever that is.

I don't like the shade of grey you used on there. I would make it a much lighter shade of grey to brighten it up a bit. That shade of grey reminds me of the generic windows grey, and also how web sites used to look before you could change the color of the background. It makes your site look dated and unattractive in my opinion.
