does anyone know how to do scratches on a video/picture to make it look like the films from the 20s and how to do video distortions to make it look like static in photoshop 8 and then animate them both using flash or imageready CS

Are you intending on running static/ sepia tone over an actual video or over multiple screenshots and then animating them? Adobe Premiere, Avid video editing software have film grain/ sepia effects in them which you can run over the top of captured video. Otherwise you're in for a lot of manual time consuming scratch creating!
