The Earth nor the Sun is the center of the universe, even with the abscence of the Sun the Earth would still be moving outward along with the rest of the universe.

And if you want to say there's no movement at all, you'd have to take into account that you need to stop everything at the subatomic level as well. At that point, no one would exist to care about what time it is.
