I've read most of those links but can't find one for version 1.3. According to IPB support, the skinning engine has "drastically" changed for version 1.3.

I hate skinning all IB, period. I have used IB for a while, and it just wasn't cutting it anymore. (Plus, it isn't free anymore.) So I just bought a VB liscense.
