From what I have seen the people seem nicer there. My mom freaked out when she saw shopping carts which you had to put a quarter into a coin slot on it so you could use it. (You get the money back at the end, it's so poor people don't steal them.)

.75 and a $1? I have only ever seen .25 carts? Was this when you came to Victoria?
